Amy Dodd

Policy Director, Development Economics

Amy leads ONE’s efforts on economics, climate change, gender and jobs. She brings a range of expertise in policy on issues from development finance to the multilateral system. Prior to joining ONE in 2021, she has worked in policy and advocacy on international development issues in civil society organisations and politics. Amy holds a degree in political economy from the University of Sydney.

Sara Harcourt

Sara Harcourt

Senior Policy Director, Development Finance

Sara leads ONE’s policy work in development finance, across official development assistance, domestic resource mobilization, debt, and other finance topics. Prior to joining ONE, Sara worked at the Brookings Institution in Washington, DC, and helped launch the Africa Growth Initiative. She holds an MA in International Relations from the University of Florida and a BA from Wake Forest University.

Micaela Iveson

Micaela Iveson

Policy and Projects Manager

Micaela manages the Aftershocks project, ensuring that it delivers timely, accurate, and slightly snarky analysis of Africa’s most pressing development issues. Aftershocks is just her latest foray into getting incisive analysis in the hands of decision-makers: Her prior work advocating for justice and equality has taken her everywhere from the sidelines of rock concerts to the floor of the UN General Assembly. She earned top academic honors from the University of Denver (MA, ‘20) and the University of Idaho (BA, ‘14), where she studied the political economy of development in Africa.

Gbemisola Joel-Osoba

Gbemisola Joel-Osoba

Economist

Gbemisola works on domestic resource mobilization, analysis and review of domestic budgets, micro and macroeconomic trends, and development policy in Africa. Prior to joining ONE, she worked as a Management Consultant at KPMG, providing advisory services to the private sector on strategy, economics, and policy advocacy. Gbemisola holds a BSc in Economics from the University of Lagos, Nigeria.

Joseph Kraus

Joseph Kraus

Senior Policy Director, Transparency and Accountability

Joe leads ONE’s efforts to promote good governance and accountability. In addition, he is the editor of the ONE Data & Analysis website and the Aftershocks newsletter, and provides strategic guidance on creative policy communications. He is a board member of the Fund for Constitutional Government and EG Justice, and a Trustee of Publish What You Pay – UK. Joe holds a PhD in Political Science from the University of Florida.

David McNair

David McNair

Executive Director, Global Policy

David is a non-resident scholar at the Carnegie Endowment for International Peace, sits on the European Council on Foreign Relations Council and is a founding executive board member of the Africa Europe Foundation. Previously, he worked on successful campaigns to reduce child mortality and crack down on grand corruption and tax evasion. In 2012, David was named one of the ninety-nine top foreign policy leaders under 33. He holds a PhD in social geography from the Queen’s University of Belfast.

Olawunmi Ola-Busari

Olawunmi Ola-Busari

Policy Officer

Olawunmi Ola-Busari is committed to using her strengths, love, and courage in service of freeing others and herself from the limitations of poverty, inequality, and colonial restrictions on imagination. She is passionate about improving public sector performance and increasing the economic and political participation of vulnerable populations in developing countries, particularly those in Africa. She holds a MSin Global Human Development from Georgetown University’s School of Foreign Service and a BA in Economics from Bard College.

Jenny Ottenhoff

Jenny Ottenhoff

Senior Policy Director, Global Health

Jenny leads ONE’s policy and resource mobilization efforts to address HIV/AIDS, COVID-19, and other disease threats. Prior to joining ONE she worked at the Center for Global Development and the U.S. Department of State. Jenny holds an MPH from the George Washington University.

Policy Officer, Health

Nupur supports ONE’s health policy portfolio. Prior to joining ONE, she worked in research and healthcare consulting. She holds an MPH in Health Policy and Management from Columbia University’s Mailman School of Public Health and a BA in International Area Studies from Drexel University.

Luca Picci

Luca Picci

Research Analyst, Development Data

Luca supports ONE’s policy team with research, data science and data engineering. He recently graduated from the University of Denver with an MA in Global Finance, Trade, and Economic Integration. Prior to working at ONE, Luca worked as a research assistant at the Pardee Center for International Futures, helping maintain the International Futures model. Matthew Price

Matthew Price

Policy Research Assistant

Matthew supports ONE’s policy team with policy research and data analysis, focusing primarily on development finance. He recently graduated with an MSc in Development Studies from SOAS, University of London. Prior to working at ONE, Matthew has held roles as a Data Analyst at a Think-Tank and a Research Assistant for an international remittance and migration consultancy firm. He holds a BSc in Economics from the University of Bath, UK.

Jorge Rivera

Jorge Rivera

Associate Director, Development Data

Jorge leads ONE’s development data team. He develops and manages data pipelines, tools, dashboards, and visualisations. Previously, Jorge worked on Official Development Assistance. He has also worked on capacity-building projects with a French NGO, and on quantitative research on development finance and fragility at the OECD. Fiona Robertson

Fiona Robertson

Debt lead

Fiona is ONE’s sovereign debt lead. An independent consultant based in Lagos, Nigeria, Fiona has supported ONEs work on Development Finance since 2017. Her work includes analysing debt trends, pushing for better global solutions such as the Common Framework and reforms to the global financial architecture. Fiona has worked in the international development sector for 9 years, including with the National Bureau of Statistics in Nigeria and a range of donor funded projects across Africa and Asia.

Kerezhi Sebany

Kerezhi Sebany

Associate Director, Development Finance and Multilateral Institutions

Kerezhi Sebany leads and coordinates ONE’s policy engagement with multilateral institutions (the IMF, World Bank and African Development Bank) and helps shape advocacy and campaigning efforts on development finance. Kerezhi also provides strategic policy advice and support to the CEO and Executive Office Team across a wide range of issues. She holds a MA in International Peace and Conflict Resolution, with a regional focus on Africa, and a BA in Economics.

Theebika Shanmugarasa

Theebika Shanmugarasa

Policy Manager

Theebika leads ONE’s policy work on pandemic preparedness and supports other health priorities, with a regional focus on Africa. Prior to joining ONE, Theebika led research and evaluation projects on behalf of institutions, such as WHO, CDC Africa and LSHTM. Theebika holds an MA in Public Policy from the University of Bath, with semesters at Humboldt University of Berlin and Università di Siena.
