Sara Harcourt

Sara Harcourt

Senior Policy Director, Development Finance

Sara leads ONE’s policy work in development finance, across official development assistance, domestic resource mobilization, debt, and other finance topics. Prior to joining ONE, Sara worked at the Brookings Institution in Washington, DC, and helped launch the Africa Growth Initiative. She holds an MA in International Relations from the University of Florida and a BA from Wake Forest University.

Micaela Iveson

Micaela Iveson

Policy and Projects Manager

Micaela manages the Aftershocks project, ensuring that it delivers timely, accurate, and slightly snarky analysis of Africa’s most pressing development issues. Aftershocks is just her latest foray into getting incisive analysis in the hands of decision-makers: Her prior work advocating for justice and equality has taken her everywhere from the sidelines of rock concerts to the floor of the UN General Assembly. She earned top academic honors from the University of Denver (MA, ‘20) and the University of Idaho (BA, ‘14), where she studied the political economy of development in Africa.

Joseph Kraus

Joseph Kraus

Senior Policy Director, Transparency and Accountability

Joe leads ONE’s efforts to promote good governance and accountability. In addition, he is the editor of the ONE Data & Analysis website and the Aftershocks newsletter, and provides strategic guidance on creative policy communications. He is a board member of the Fund for Constitutional Government and EG Justice, and a Trustee of Publish What You Pay – UK. Joe holds a PhD in Political Science from the University of Florida.

David McNair

David McNair

Executive Director, Global Policy

David is a non-resident scholar at the Carnegie Endowment for International Peace, sits on the European Council on Foreign Relations Council and is a founding executive board member of the Africa Europe Foundation. Previously, he worked on successful campaigns to reduce child mortality and crack down on grand corruption and tax evasion. In 2012, David was named one of the ninety-nine top foreign policy leaders under 33. He holds a PhD in social geography from the Queen’s University of Belfast.

Jenny Ottenhoff

Jenny Ottenhoff

Senior Policy Director, Global Health

Jenny leads ONE’s policy and resource mobilization efforts to address HIV/AIDS, COVID-19, and other disease threats. Prior to joining ONE she worked at the Center for Global Development and the U.S. Department of State. Jenny holds an MPH from the George Washington University.

Nupur Parikh

Nupur Parikh

Policy Officer, Health

Nupur supports ONE’s health policy portfolio. Prior to joining ONE, she worked in research and healthcare consulting. She holds an MPH in Health Policy and Management from Columbia University’s Mailman School of Public Health and a BA in International Area Studies from Drexel University.

Luca Picci

Luca Picci

Senior Data Analyst

Luca supports ONE’s policy team with research, data science and data engineering. He recently graduated from the University of Denver with an MA in Global Finance, Trade, and Economic Integration. Prior to working at ONE, Luca worked as a research assistant at the Pardee Center for International Futures, helping maintain the International Futures model. Jorge Rivera

Jorge Rivera

Data Director

Jorge leads data at ONE, including the development of data.one.org. He builds data products to influence policy and decision making on topics like climate finance, sovereign debt, and Official Development Assistance. Previously, Jorge worked on development finance and fragility at the OECD. Originally from Guatemala, he holds a master’s degree in international affairs from Sciences Po Paris. Kerezhi Sebany

Kerezhi Sebany

Associate Director, Development Finance and Multilateral Institutions

Kerezhi Sebany leads and coordinates ONE’s policy engagement with multilateral institutions (the IMF, World Bank and African Development Bank) and helps shape advocacy and campaigning efforts on development finance. Kerezhi also provides strategic policy advice and support to the CEO and Executive Office Team across a wide range of issues. She holds a MA in International Peace and Conflict Resolution, with a regional focus on Africa, and a BA in Economics.
