Request for Proposals: Data Infrastructure, Analysis, and Visualization Support Services

The ONE Campaign (“ONE”) is a global, nonpartisan organization dedicated to creating a more just world by advocating for investments that drive economic opportunities and healthier lives in Africa. Through trusted and dynamic advocacy, grassroots activism, and strategic partnerships, ONE aims to influence decision-makers to tackle the world’s biggest challenges.

Internally, ONE uses data to guide its strategy and evaluate its impact. Data is at the center of its Objectives and Key Results framework. ONE also uses supporter engagement, advocacy, web and social media analytics, and other internal data.

We are seeking a consultant or consulting firm to provide full-time support on developing our internal and external data infrastructure, analysis, visualization and data storytelling capabilities throughout 2025.

Technology Stack

The following technologies and services are at the core of ONE’s data work:

  • Google Cloud Platform: for hosting and managing our data platform and other data management tools.
  • Google BigQuery: serving as our primary data warehouse for internal data.
  • ActionKit: as the key source of member mobilisation data.
  • BrandWatch: as the key source of social media data.
  • Data.one.org: the new version (under development) will use Next.js, Reach, and Directus. It is the central platform for all of our public-facing data and policy work.
  • Data Commons: including the Data Commons Knowledge Graph, which hosts our public data and is at the center of our policy analysis, and other Data Commons APIs and data exploration tools.
  • Open data platforms, repositories, and APIs for data on development, economics, global health, financing, etc.
  • Python and open source python libraries for data engineering and data analysis
  • Observable Framework for building data apps
  • Flourish, Plot, d3.js as the main data visualisation libraries and tools.

Scope of Services

The selected Consultant or firm will provide the following services:

Data Infrastructure Tools

ONE’s data team leads the organization’s data strategy and infrastructure. This includes developing and implementing tools focused on collecting, analysing, and presenting internal data. As such, services may include:

  • Design and develop data tools, primarily using python, and leveraging the platforms that are part of our existing technology stack.
  • Writing tests, documentation, and/or training documents for new and existing data infrastructure and tools.

Data Analysis and Data Visualization Products

ONE’s data team produces data visualization for internal and external purposes. Interally, products are focus on analysing and understanding data, through dashboards and other data apps. Externally, products are focused on policy research and analysis, data exploration, and data story telling.

  • Conduct research and data analysis on topics related to international development, development finance, and development economics.
  • Develop methodologies and models to analyse and understand issues realted to our key areas of work.
  • Design and develop data visualizations, including interactive charts, data stories, and other visual tools.
  • Create data apps including as dashboards and data exploration and analysis tools.

Data Storytelling Projects

ONE’s data team produces data stories, briefings, reports and other digital policy and advocacy materials.

  • Design and develop interactive data visualisations, data tools, and data stories for data.one.org

Ways of working

The work can be performed remotely.

The consultant/firm must be able to perform the work during North American or European working hours.

The consultant/firm must be available for virtual meetings during the agreed-upon regular working hours.

The consultant/firm must provide monthly updates of days worked, including a description of tasks and projects completed, in progress, and planned.

Deliverables

Specific projects and deliverables will be determined in collaboration with the Consultant or firm, depending on evolving needs and timelines, adhering to the Scope of Services.

The Consultant or firm will be expected to provide regular updates on project progress and budget utilization throughout the term of the agreement.

Duration and Timeline

The services will be provided from January 2025 through December 2025. The specific timeline for each deliverable will be agreed upon with the Consultant or firm.

ONE will agree on a day rate for the Consultant, with an anticipated maximum allocation of 220 days within the 2025 period. Proposals should include a budget estimate, specifying daily rates and any other associated costs.

Proposal Submission Requirements

Proposals will be limited to 5 pages, not including CVs. Interested parties should submit proposals containing the following:

  • Company/Individual Profile: Overview of experience and expertise, particularly related to data infrastructure, data analysis, data storytelling, and visualization.
  • Relevant Past Work: Examples of previous projects, with emphasis on data analysus, visualization and storytelling. Examples focused on international development, African countries, or for non-profits are particularly helpful.
  • Methodologies and Approches: Overview of ways of working, methodologies, tools and approaches used in delivering this type of service.
  • Team Composition: If applicable, include the team members who will be working on this project, along with their relevant experience.
  • Budget: A cost proposal, including daily rates and a total for the required services.

Selection Criteria

Proposals will be evaluated based on the following criteria:

  • Relevant experience and demonstrated success in similar projects.
  • Ability to meet the project’s objectives and timeline.
  • Proposed methodology and approach.
  • Pricing.
